Irish jockey Richard Hughes has decided to quit racing because of a new rule about the number of times you are allowed to whip your horse while trying to win a race.
He said "Until the rules are resolved I won't be riding. I'd rather retire. I can't ride horses like this. It's like telling Lionel Messi he can't use his left foot."
