City were ahead twice – both goals being scored by Stevan Jovetic – but Liverpool came back with goals from Jordan Henderson curler and Raheem Sterling.
The game went to Penalties where Lucas Leiva converted the game-winning penalty kick after Emre Can and Jordan Henderson also scored.
Simon Mignolet, who came on just for the shootout, made two key saves for Liverpool.
